ACE Core Message Set to Go Live Aug. 3
The Department of Agriculture’s Animal and Plant Health Inspection Service has announced that it intends to activate its core message set flags in the Automated Commercial Environment as of Aug. 3. Comments on this timeline are due by March 4.
Under this change, beginning Aug. 3 APHIS will apply HTSUS flags to alert importers and brokers using ACE to submit electronic customs entries that they must use this message set to provide APHIS-required import data for specified plants, plant products, animal products, and live dogs, regardless of the size or value of the shipment. However, APHIS notes that importers and brokers are responsible for knowing what to file regardless of whether a specific item is flagged in ACE.
Oranges from Japan
APHIS has announced that it is (a) revising the requirements for the importation of fresh Unshu oranges from Japan into the U.S., (b) allowing Unshu oranges from the island of Kyushu to be imported into any U.S. port of entry, excluding territories, effective Jan. 31, and (c) removing the fumigation requirement for Unshu oranges from the islands of Honshu and Shikoku.
Previously Unshu oranges from Shikoku or Honshu had to be fumigated with methyl bromide as a mitigation for mites and mealybugs if the oranges were destined to a port of entry in Arizona, California, Florida, Hawaii, Louisiana, or Texas. Additionally, Unshu oranges from Kyushu were prohibited entry into Arizona, California, Florida, Hawaii, or Texas.
Pork from the Philippines
Effective Sept. 17, 2019, APHIS has added the Philippines to the list of regions affected with African swine fever. This action imposes restrictions on the importation of pork and pork products from this country except if processed and treated in a specified manner or consigned to an APHIS-approved establishment for further processing. This change also restricts the importation of swine casings that originated in or were processed in the Philippines.
