The Department of Agriculture’s Animal and Plant Health Inspection Service has corrected a final rule allowing imports of fresh peppers from Ecuador to clarify that such imports are limited to the continental U.S. This correction does not change the conditions of entry for such peppers, which must be produced in accordance with a systems approach that includes requirements for fruit fly trapping, pre-harvest inspections, production sites, and packinghouse procedures designed to exclude quarantine pests. The peppers also must be imported in commercial consignments and accompanied by a phytosanitary certificate issued by the national plant protection organization of Ecuador stating that the consignment was produced and prepared for export in accordance with the requirements in the systems approach.
