In the Sept. 8, 2021, Customs Bulletin and Decisions, U.S. Customs and Border Protection is reclassifying self-wrapping tubular protective sleeves as other textile products under HTSUS 5911.90.0080 (3.8 percent duty) rather than as narrow woven fabrics under HTSUS 5806.32.2000 (6.2 percent duty) or braids in the piece under HTSUS 5808.10.7000 (7.4 percent duty).
These sleeves are designed to bundle and protect wire harnesses, cable assemblies, hoses, and fluid-carrying tubing components from chafing, cutting, and abrasion. Applications include automotive, marine, aviation, and electronics. CBP explains that these items are classifiable under heading 5811 because they are textile articles (i.e., textile items with a fixed identity and dimensions) that are used for industrial use (i.e., principally used to cover wiring assemblies in cars and trucks).
Rulings NY N282623, NY N259747, NY N259737, NY N259736, and NY N259746 will be revoked to reflect this change, effective with respect to goods entered or withdrawn from warehouse for consumption on or after Nov. 7.
