Background

The Consumer Product Safety Commission is reviewing the safety standards for full-size and non-full-size baby cribs to determine whether they should be maintained without change or modified to minimize significant impact on a substantial number of small entities. As part of this review the CPSC is accepting through March 31 comments on the following issues.

- any recent technological developments that would improve the effectiveness of the standards

- any sections of the standards that could be improved without reducing the stringency of the standards or the safety of the cribs

- any requirements that are especially or unnecessarily costly and/or burdensome and how those requirements might be modified to reduce the costs or burdens on small suppliers

- which requirements have the smallest and largest impact on cost of production

- modifications made to crib models to comply with the standards and their cost in terms of labor, materials, and research and development

- any manufacturers or importers that have entered the crib market since the standards went into effect or that have reduced the number of models in their crib product lines or dropped the product lines entirely because of the standards

- the percent of the time and cost of complying with the standards represented by testing and which requirements have the smallest and largest impact on testing costs

- whether the recordkeeping requirements associated with third-party testing are adequate, inadequate, or overly burdensome

- whether suppliers have used the flexibilities provided in the component part rule to reduce their third-party testing costs

- any aspect of the standards that is unclear, needlessly complex, or duplicative

- any portions of the standards that overlap, duplicate, or conflict with other federal, state, or local government rules
