The Committee for the Implementation of Textile Agreements has received separate short supply requests alleging that certain three-layered bonded fabrics of polyester/spandex or 100 percent polyester are not available in commercial quantities in a timely manner from suppliers in the CAFTA-DR countries. These fabrics have a woven outer layer and knit pile inner layer bonded with plastic and are classifiable under HTSUS 6001.22.

The petitioner is requesting that these fabrics be added to the short supply list in Annex 3.25 of CAFTA-DR in an unrestricted quantity, which would allow duty-free imports of apparel made in CAFTA-DR countries with these fabrics regardless of where they are sourced. Responses with an offer to supply this fabric are due no later than Nov. 30

If your company is interested in exploring a short supply petition under CAFTA-DR or any other U.S. free trade agreement, please contact textile and apparel practice leader Elise Shibles at (415) 490-1403 or via email
