Background

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases. Flanges – (1) dumping margins of 1.18 to 5.78 percent in preliminary results of administrative review of AD duty order on stainless steel flanges from India for the period Oct. 1, 2019, through Sept. 30, 2020, and rescission of review for 38 companies, and (2) net subsidy rates of 5.28 to 5.51 percent in preliminary results of administrative review of CV duty order on such flanges for the period Jan. 1 through Dec. 31, 2019

Hot-rolled steel – net subsidy rate of 0.56 percent in preliminary results of administrative review of CV duty order on hot-rolled steel flat products from Korea for the period Jan. 1 through Dec. 31, 2019

Request review – Nov. 30 deadline to request administrative reviews of the following AD and/or CV duty orders for the periods Nov. 1, 2020, through Oct. 31, 2021 (AD) or Jan. 1 through Dec. 31, 2020 (CV), unless otherwise noted

- chlorinated isocyanurates from China (CV)

- circular welded non-alloy steel pipe from Brazil, Mexico, South Korea, and Taiwan (AD)

- coated paper suitable for high-quality print graphics using sheet-fed presses from China and Indonesia (AD/CV)

- cut-to-length carbon steel plate from Ukraine (AD)

- diamond sawblades and parts thereof from China (AD)

- forged steel fittings from China (AD/CV) and Italy (AD)

- fresh garlic from China (AD)

- hot-rolled carbon steel flat products from China, Korea, Taiwan, Thailand, and Ukraine  ((AD)

- lightweight thermal paper from China (AD/CV)

- monosodium glutamate from China and Indonesia (AD)

- paper clips from China (AD)

- polyethylene terephthalate film from China and the United Arab Emirates (AD)

- pure magnesium in granular form from China (AD)

- refillable stainless steel kegs from Mexico (AD; Oct. 1, 2020, through Sept. 30, 2021)

- refined brown aluminum oxide from China (AD)

- seamless carbon and alloy steel standard, line, and pressure pipe from China (AD/CV)

- seamless refined copper pipe and tube from China and Mexico (AD)

- sodium gluconate, gluconic acid, and derivative products from China (AD/CV)

- steel concrete reinforcing bar from Mexico (AD) and Turkey (CV)

- strontium chromate from Austria and France (AD)

- welded stainless pressure pipe from India (AD/CV)

Soybean meal – preliminary affirmative dumping determination on organic soybean meal from India, with new AD cash deposit requirement at rates of zero and 11.83 percent

Steel wire rod – dumping margin of 26.12 percent in preliminary results of administrative review of AD duty order on carbon and alloy steel wire rod from Mexico for the period Oct. 1, 2019, through Sept. 30, 2020
