Background

In an April 29 executive order President Trump established a new Office of Trade and Manufacturing Policy that will seek to “defend and serve” U.S. and manufacturers while advising the president on policies to increase economic growth, decrease the trade deficit, and strengthen the domestic manufacturing and defense industrial bases. Specifically, the OTMP will advise the president on innovative strategies, promote trade policies consistent with the president's stated goals, serve as a liaison between the White House and the Department of Commerce, undertake trade-related special projects as requested by the president, and help improve the performance of the executive branch's domestic procurement and hiring policies, including through implementation of the “Buy American, Hire American” policies described in EO 13788.
