Background

In the June 9, 2021, Customs Bulletin and Decisions, U.S. Customs and Border Protection is reclassifying certain textile leg coverings as articles similar to leggings and gaiters under HTSUS 6406.90.15 (14.9 percent duty) rather than as clothing accessories under HTSUS 6117. CBP explains that these items are similar to leggings and gaiters because they extend over the ankle and up to the knee, are secured to the shoe with a strap, and do not cover the entire foot.

Rulings NY N086942, NY N080395, NY N003909, NY G88706, NY D85843, and NY D83322 will be modified to reflect this change, effective with respect to goods entered or withdrawn from warehouse for consumption on or after Aug. 8.
