For the first time in several months U.S. Customs and Border Protection has updated its schedule for deploying additional functionality to the Automated Commercial Environment.

Upcoming
Business Identifiers. CBP has put on hold functionality that (1) expands the global business identifier proof of concept enrollment process by enabling trade users to submit one, two, or all three of the global identifiers for any party type, (2) adds an additional free text field allowing filers to input additional descriptions about the party/GBI number provided, and (3) includes a new GBI identifier qualifier (ALTA) and expands the GBI identifier field from 20 to 35 characters.
Collections. CBP plans to make available July 25 an additional payment option for filers to make post-summary correction payments and single entry summary payments. CBP has moved up to late summer an enhancement adding ACH debit through pay.gov as an additional option for vessel agents to complete maritime fee payments.
De Minimis Shipments – An enhancement adding bond validations for low-value shipments is on hold.
Exports. CBP appears to have deployed an enhancement providing a trade-facing electronic export manifest portal to enable the filing of truck EEM bills of lading prior to departing the U.S. for Mexico or Canada and to allow carriers to add account data.
IOR numbers. CBP deployed July 16 a new “inactive for entry purposes” status for importer of record numbers, allowing CBP to automatically deactivate IOR accounts that have not filed an entry in 366 days.
Mail shipments. New on the schedule for Sept. 22 is an enhancement creating a new entry type 13 for U.S. mail shipments and enabling filers to provide CBP with mail shipment information via an ACE cargo release filing.
Manifests. CBP has postponed from June to October enhancements modernizing ACE ocean and rail manifest electronic data interchange services, the air manifest user interface, and the in-bond external interfaces and application programming interfaces.
Sanctions. Enhancements that will implement the collection of new data elements to enable targeting of merchandise subject to sanctions on Russian diamonds and seafood are still on hold.
Deployed
Container seals – an enhancement enabling the automated transmission of container seal changes to ACE Manifest and including new disposition codes to notify carriers of seal changes
Import duties – an enhancement enabling ACE to calculate estimated duties when up to 32 HTSUS numbers are submitted on an entry summary line
Interoperability – functionality that, beginning as a pilot with a small set of participants, enables the use of global interoperability standards, including decentralized identifiers and verifiable credentials, to trade crude oil imports from point of origin to arrival in the U.S.
Manifests – mandatory electronic submission of ocean cargo manifests through ACE at all U.S. Virgin Islands ports of entry (St. Thomas, St. Croix, and St. John)
Temporary imports – an enhancement enabling trade users to manifest a carnet as a new cargo type in the truck manifest application and giving CBP users greater visibility into carnet shipments
Removed
The following enhancements reported previously do not appear to be included on the most recent ACE functionality schedule.
Cargo Descriptions – an enhancement implementing the automated rejection of insufficient manifest cargo descriptions
Detentions – integration of detention record data in ACE with other CBP applications for streamlined detention process management
Exports – functionality providing the export community with an electronic method for submitting outbound cargo manifests, a trade-facing electronic export manifest portal enabling the filing of truck EEM bills of lading prior to departing the U.S. for Mexico or Canada and to allow carriers to add account data, and an enhancement enabling export manifest filers to utilize the standard X12 or EDIFACT message sets currently used to submit import truck manifest information
In-bonds – a modernization of ACE in-bond processing, including the QP and WP message transactions, and improvements to CBP’s ability to collect penalty payments assessed to parties that fail to meet in-bond shipment requirements
