In the July 7, 2021, Customs Bulletin and Decisions, U.S. Customs and Border Protection is proposing to reclassify a reflective cat collar as an animal harness under HTSUS 4201.00.6000 (2.8 percent duty) rather than as a dog leash under HTSUS 4201.00.3000 (2.4 percent duty). CBP explains that the item is for a cat and is therefore not dog equipment.
Ruling NY 891581 would be revoked to reflect this change. Comments on this proposal are due no later than Aug. 6.
