The Office of the U.S. Trade Representative is conducting an out-of-cycle review of Colombia to gauge its commitment to the intellectual property provisions of the U.S.-Colombia Trade Promotion Agreement and its implementation of its national development plan. Colombia is currently on USTR’s Special 301 Watch List, but USTR notes that successful resolution of specific IPR issues of concern (or lack of action on such issues) can lead to a change of status on that list.

USTR is requesting written comments concerning any act, policy, or practice relevant to deciding whether and how USTR should identify Colombia in under Special 301. Submissions may report positive or negative developments and should provide specific references to laws, regulations, policy statements, orders, or determinations that may factor into the review. Comments are due by Oct. 20 for interested parties other than foreign governments, which have until Oct. 27.
