Background

The Department of Commerce has announced that on Nov. 12 Cordell Hull was named deputy under secretary at the Bureau of Industry and Security and Joe Semsar was named deputy under secretary at the International Trade Administration.

A DOC press release states that Hull has served in or worked directly with the DOC for much of his career. He spent about five years in a variety of positions on Capitol Hill related to national security, including as general counsel to the House Permanent Select Committee on Intelligence and as a lawyer for the House Committee on Oversight and Government Reform. Before entering government service he was in private law practice for almost a decade.

The press release states that Semsar served as chief of staff to the deputy secretary of commerce, where he served as a primary advisor on the administration's trade agenda priorities of encouraging free and fair trade, addressing trade barriers, and ensuring trade enforcement. He also advised on export controls, Entity List filings, CFIUS actions, and Section 232 cases; engaged in high-level commercial bilateral dialogues; and served as a senior manager on the Prosper Africa trade and investment initiative.
