New AD Duties on Steel from Vietnam

The Department of Commerce has announced three preliminary affirmative determinations that steel products produced in Korea and Taiwan, shipped to Vietnam for minor processing, and exported to the U.S. are circumventing the AD/CV duty orders on corrosion-resistant steel products and cold-rolled steel from Korea and Taiwan.

As a result, the DOC will instruct U.S. Customs and Border Protection to begin collecting cash deposits as high as 456.23 percent on imports of corrosion-resistant steel products and cold-rolled steel produced in Vietnam using Korean- or Taiwanese-origin substrate. These duties will be imposed on future imports as well as any unliquidated entries since Aug. 2, 2018, the date on which these circumvention inquiries were initiated.

Export Privileges Suspended for Shipments Intended for Iran

The Bureau of Industry and Security has issued an order suspending for ten years the export privileges of an individual convicted of willfully exporting gas turbine parts to Germany, knowing that they were intended specifically for reexportation to Iran, without the required authorization from the Office of Foreign Assets Control. The man was previously sentenced to a $5,000 fine, 24 months in prison, and a $400 assessment.

As a result, until Aug. 3, 2028, neither this man nor anyone acting on his behalf may directly or indirectly participate in any way in any transaction involving any commodity, software, or technology exported or to be exported from the U.S. that is subject to the Export Administration Regulations. BIS is also revoking all export licenses in which this man had an interest at the time of his conviction.
