The Consumer Product Safety Commission has issued a direct final rule updating the consumer product safety standard for infants’ and children’s carriages and strollers to incorporate by reference a more recent version of the applicable ASTM standard (ASTM F833-15). This rule will be effective as of Oct. 2 unless significant adverse comment is received by July 11, in which case the rule will be withdrawn.
Under this standard a stroller is a wheeled vehicle used to transport children, usually from infancy to 36 months old and generally in a sitting up or semi-reclined position, by a person pushing on an attached handle. Carriages are wheeled vehicles made to transport an infant, usually in a lying down position. Carriages and strollers within the scope of the standard include full-size 2D strollers that fold in front-to-back (or back-to-front), 3D strollers that fold in front-to-back (or back-to-front) as well as side-to-side, travel systems (including car seats), and tandem, side-by-side, multi-occupant and jogging strollers.
According to the CPSC, the more recent version of the ASTM standard includes the following changes.
- adds a definition for a “convertible car seat/stroller” (i.e., a car seat with wheels and a handle that can convert to a stroller) to clarify the distinction between this item and a combined unit of a car seat on a stroller
- adds two new definitions that describe locking and stop positions of the tray/grab bar
- allows products that are used as a car seat and that can convert to a stroller using the same restraint as the car seat to be exempt from the stroller restraint system anchor points and crotch strap location requirements
- requires testing of all applicable positions of the adjustable grab bar/tray that may create a hazardous opening
- clarifies that all types of three-wheeled strollers, whether they include a removable wheel fork assembly or not, must display warning labels
