Background

In the Nov. 18, 2020, Customs Bulletin and Decisions, U.S. Customs and Border Protection is reclassifying digital blood pressure monitors as other electro-diagnostic apparatus under HTSUS 9018.19.95 (duty-free) rather than as optical instruments under HTSUS 9018.90.50 (3.4 percent duty). CBP explains that these items utilize electrical components in the performance of the diagnosis of hypertension.

Ruling HQ H304293 will revoke rulings HQ 952720 and NY 884125 to reflect this change, effective with respect to goods entered or withdrawn from warehouse for consumption on or after Jan. 17, 2021.
