The following final revocations and modifications of U.S. Customs and Border Protection classification rulings are included in the Nov. 28, 2018, Customs Bulletin and Decisions and will be effective with respect to goods entered or withdrawn from warehouse for consumption on or after Jan. 28, 2019.

Dish Tables. In ruling HQ H281936, CBP is modifying ruling NY N278687 to specify that steel tables used in restaurants and food preparation facilities to stage and rinse dirty dishes and utensils are classifiable as steel sinks and wash basins under HTSUS 7324.10.00 under General Rules of Interpretation 1 and 6 rather than under GRI 3(a). CBP explains that there are not two separate classifications that apply to these goods and therefore GRI 3(a) is inapplicable.

Butadiene Rubber. CBP is reclassifying Poly BD R-20LM butadiene rubber as a polymer of propylene or other olefins under HTSUS 3902.90.0050 (6.5 percent duty) rather than as synthetic rubber under HTSUS 4002.20.00 (duty-free). CBP explains that this item does not meet the “stretch and return” test for items to be classified as synthetic rubber under heading 4002. Ruling HQ H286021 will revoke ruling NY N034669 to reflect this change.
