Background

U.S. Customs and Border Protection has announced the creation of the National Jones Act Division of Enforcement within its Office of Field Operations. The Jones Act is one of several coastwise laws enforced by CBP that generally prohibit the transportation of cargo or passengers between points in the U.S. in any vessel other than one built in, documented under the laws of, and owned by citizens of the U.S.

CBP states that the JADE will assist CBP and industry partners with questions and concerns on issues involving coastwise trade and work with industry stakeholders on the enforcement of all coastwise trade laws. It will be located within the New Orleans field office and staffed by a team of subject matter experts. The JADE will be available for outreach presentations to industry partners and may be contacted via email.

CBP states that suspected violations of coastwise trade laws can be submitted through the e-Allegation portal. All formal ruling requests will continue to be forwarded to Regulations and Rulings in the Office of Trade.
