The following proposed revocations and modifications of U.S. Customs and Border Protection classification rulings are included in the April 21, 2021, Customs Bulletin and Decisions. Comments on these proposed changes are due by May 21.

Car Seat Cushions

CBP is proposing to reclassify child car seat cushions with clips as cushions under HTSUS 9404.90.20 (6 percent duty) rather than as parts of car seats under HTSUS 9401.90.50 (duty-free). Rulings NY N132069, NY N245061, and NY N246761 would be revoked to reflect this change.

Mineral Stones

CBP is proposing to reclassify (1) natural amber stones as mineral substances under HTSUS 2530.90.80 (duty-free), (2) sanded down and buffed amber stones as worked mineral carving material under HTSUS 9602.00.50 (2.7 percent duty) (3) natural selenite stones as gypsum under HTSUS 2520.10.00 (duty-free), and (4) calcite geodes and aragonite specimens as unworked precious or semiprecious stones under HTSUS 7103.10.20 (duty-free). All of these items are currently classified as collectors’ pieces of mineralogical interest under HTSUS 9705.00.0090 (duty-free). Rulings NY F86134, NY N004112, NY N004200, and NY N015557 would be revoked to reflect this change.

Sink Basket Strainers

CBP is proposing to reclassify a plastic basket strainer for a kitchen sink as plastic sanitary ware under HTSUS 3922.90.00 (6.3 percent duty) rather than as other articles of plastic under HTSUS 3926.90.9590 (5.3 percent duty). Ruling NY 889651 would be modified to reflect this change.
