The Department of Labor has accepted for review a submission alleging various violations of the labor provisions of the U.S.-Peru Trade Promotion Agreement. The International Labor Rights Forum, Perú Equidad and seven Peruvian workers’ organizations allege that the government of Peru has (a) failed to adopt and maintain in its statutes and regulations, and practices thereunder, the right of freedom of association and the effective recognition of the right to collective bargaining and (b) failed to effectively enforce its labor laws in the non-traditional export and agricultural sectors with respect to freedom of association, collective bargaining and acceptable conditions of work.
The DOL notes that its decision to accept this submission for review is not intended to indicate any determination as to the validity or accuracy of these allegations. Instead, the objective will be to gather information so that the department can better understand the allegations and publicly report on the issues raised therein. The review will be completed by approximately March 21, 2016, unless an extension is required.
