The Census Bureau reports that effective April 1 Automated Export System license code C32, which is designated for no license required shipments, will no longer be accepted and AES filers reporting this code will receive a fatal error. The Bureau of Industry and Security removed this code from AES effective Oct. 1, 2016, but gave filers 180 days to comply.

Census states that AES license code C33 will be used for NLR shipments instead, except those classified under Export Control Classification Numbers in the 600 series and 9x515 having a .y paragraph, which will continue to be designated as NLR under C60 (DY6).
