Background

The Consumer Product Safety Commission’s safety standard for disposable and novelty lighters requires these items to meet specified requirements for child resistance. Under this standard, “disposable lighters” are defined in part as having a customs value or ex-factory price below a threshold value. That value is currently $2.50 but the CPSC has now issued a final rule that, effective Dec. 3, increases this amount to $2.75.
