Steel Plate. The International Trade Administration has postponed from July 5 to Sept. 6 its preliminary countervailing duty determinations on carbon and alloy steel cut-to-length plate from China and Korea. The ITA states that these investigations are extraordinarily complicated by reason of the number and complexity of the alleged countervailable subsidy practices and the need to determine the extent to which particular countervailable subsidies are used by individual manufacturers, producers and exporters.

Flat-Rolled Steel. In its administrative review of the antidumping duty order on diffusion-annealed, nickel-plated flat-rolled steel products from Japan for the period Nov. 19, 2013, through April 30, 2015, the ITA has preliminarily determined a weighted average dumping margin of zero for manufacturer/exporter Toyo Kohan Co. Ltd.

PET Resin. A request for NAFTA binational panel review has been filed regarding the International Trade Commission’s final affirmative AD injury determination on polyethylene terephthalate resin from Canada.

Ammonium Sulfate. The ITA has initiated AD and CV duty investigations of ammonium sulfate from China. Alleged dumping margins are 250.81 percent to 493.46 percent.

These investigations cover ammonium sulfate in all physical forms, with or without additives such as anti-caking agents. The scope includes ammonium sulfate that is combined with other products (regardless of whether the combining occurs in countries other than China), including by, for example, blending (mixing granules of ammonium sulfate with granules of one or more other products), compounding (when ammonium sulfate is compacted with one or more other products under high pressure), or granulating (incorporating multiple products into granules through, for example, a slurry process). For such combined products, only the ammonium sulfate component is covered. Ammonium sulfate is currently classifiable under HTSUS subheading 3102.21.0000.
