Refrigerant. The International Trade Administration has made a final affirmative dumping determination on 1,1,1,2-tetrafluoroethane (a refrigerant known as R-134a) from China. As a result, the ITA will instruct U.S. Customs and Border Protection to collect AD cash deposits at the final weighted average dumping margins, which range from 148.79 percent to 167.02 percent. In addition, because the ITA found that critical circumstances exist with respect to the separate rate respondents and the China-wide entity, CBP will be instructed to retroactively impose provisional measures on entries of subject goods exported by these entities effective 90 days prior to publication of the preliminary dumping determination in the Federal Register.
Rebar. The ITA has made a preliminary affirmative countervailing duty determination on steel concrete reinforcing bar from Turkey and will therefore instruct CBP to collect CV cash deposits based on the preliminary subsidy rate of 3.47 percent.
The ITA notes that there is already a CV duty order in place on rebar from Turkey and that this investigation covers only rebar produced and/or exported by those companies excluded from the existing order.
Steel Wire Rod. The ITA has rescinded its administrative review of the AD duty order on carbon and certain alloy steel wire rod from Mexico for the period Oct. 1, 2015, through Sept. 30, 2016, with respect to Ternium Mexico S.A. de C.V. due to the timely withdrawal of the request for review of this company. As a result, the ITA will instruct CBP to assess AD duties on all appropriate entries of subject goods from Ternium at the AD cash deposit rate required at the time of entry or withdrawal from warehouse for consumption.
Pasta. The ITA has rescinded its administrative review of the AD duty order on pasta from Italy for the period July 1, 2015, through June 30, 2016, with respect to eight companies based on the timely withdrawal of the request for review of these companies. As a result, the ITA will instruct CBP to assess AD duties on all appropriate entries of subject goods from these companies at the AD cash deposit rates required at the time of entry or withdrawal from warehouse for consumption.
