Pipe Fittings. The International Trade Administration has made a preliminary affirmative dumping determination on cast iron soil pipe fittings from China, with preliminary dumping margins ranging from 68.37 percent to 109.95 percent. The ITA will instruct U.S. Customs and Border Protection to require AD cash deposits on entries of subject goods at rates that are slightly lower than the dumping margins because they have been adjusted for export subsidies. This requirement will be imposed retroactively 90 days for all exporters except two in light of the ITA’s preliminary affirmative critical circumstances determination.
Steel Pipe. Pursuant to a court decision, the ITA has determined that certain black circular tubing produced to ASTM A-513 specifications by Maquilacero S.A. de C.V. is not within the scope of the AD duty order on circular welded non-alloy steel pipe from Mexico. If the court decision is not appealed or is upheld on appeal, the ITA will instruct CBP to not to assess AD duties on entries of the 46 products at issue.
