Violet Pigment. The International Trade Administration has continued for five years, effective Nov. 17, the antidumping duty orders on carbazole violet pigment 23 from China and India and the countervailing duty order on such goods from India. U.S. Customs and Border Protection will continue to collect AD and CV cash deposit at the rates in effect at the time of entry for all imports of such goods.

The product subject to these orders includes the crude pigment in any form (e.g., dry powder, paste, wet cake) and finished pigment in the form of presscake and dry color. Such goods are classifiable under HTSUS subheading 3204.17.9040. Pigment dispersions in any form (e.g., pigments dispersed in oleoresins, flammable solvents, water) are excluded.

Steel Nails. The ITA has instituted a changed circumstances review of the AD duty order on steel nails from Malaysia to investigate allegations that one of the mandatory respondents has been evading the cash deposit rates established in the investigation by shipping its production through an affiliated company that enters goods under the lower “all others” rate.
