New Administrative Reviews. The International Trade Administration has initiated administrative reviews of the antidumping and/or countervailing duty orders on the following goods for the periods July 1, 2014, through June 30, 2015 (AD) or Jan. 1 through Dec. 31, 2014 (CV).
- polyethylene terephthalate film, sheet and strip from India (AD/CV) and Taiwan (AD)
- pasta from Italy (AD/CV) and Turkey (CV)
- solid urea from Russia (AD)
- steel grating from China (AD)
- circular welded carbon-quality steel pipe from China (AD/CV)
- xanthan gum from China (AD)
Pasta. The ITA has initiated a new shipper review of the AD duty order on pasta from Turkey with respect to Durum Gida Sanayi ve Ticaret A.S. During this review U.S. Customs and Border Protection will allow, at the option of the importer, the posting of a bond or security in lieu of a cash deposit for each entry of subject goods produced and exported by Durum.
Preserved Mushrooms. The ITA has continued the AD duty orders on preserved mushrooms from Chile, China, India and Indonesia for five years, effective Sept. 2.
The goods subject to these orders are certain preserved mushrooms, whether imported whole, sliced, diced, or as stems and pieces, of the species Agaricus bisporus and Agaricus bitorquis. “Preserved mushrooms” refer to mushrooms that have been prepared or preserved by cleaning, blanching, and sometimes slicing or cutting. These mushrooms are then packed and heated in containers such as cans or glass jars in a suitable liquid medium, including water, brine, butter or butter sauce. Included within the scope of these orders are brined mushrooms, which are pre-salted and packed in a heavy salt solution to provisionally preserve them for further processing.
Covered mushrooms are classifiable under HTSUS subheadings 2003.10.0127, 2003.10.0131, 2003.10.0137, 2003.10.0143, 2003.10.0147, 2003.10.0153, 0711.51.0000, 0711.90.4000, 2003.10.0027, 2003.10.0031, 2003.10.0037, 2003.10.0043 and 2003.10.0047.
Excluded from the scope of these orders are the following: (1) all other species of mushroom, including straw mushrooms; (2) all fresh and chilled mushrooms, including refrigerated or quick blanched mushrooms; (3) dried mushrooms; (4) frozen mushrooms; and (5) marinated, acidified or pickled mushrooms, which are prepared or preserved by means of vinegar or acetic acid but may contain oil or other additives.
Plastic Bags. In the final results of its changed circumstances review of the AD duty order on polyethylene retail carrier bags from Thailand, the ITA has determined that TPBI Public Company Limited is the successor-in-interest to Thai Plastic Bags Industries Company Limited and as such will be entitled to its exclusion from this order. The ITA will instruct CBP to neither suspend liquidation nor collect cash deposits with respect to TPBI.
Purified Carboxymethylcellulose. In the final results of its administrative review of the AD duty order on purified carboxymethylcellulose from the Netherlands for the period July 1, 2013, through June 30, 2014, the ITA has determined a weighted average margin of zero for producer/exporter AkzoNobel Functional Chemicals B.V./AkzoNobel Chemicals AG. No AD duties will be assessed on entries of subject goods during the period of review, and no AD cash deposits will be required for subject goods entered or withdrawn from warehouse for consumption on or after Sept. 2.
Uncovered Innerspring Units. In the final results of its administrative review of the AD duty order on uncovered innerspring units from China for the period Feb. 1, 2013, through Jan. 31, 2014, the ITA has determined a weighted average dumping margin of 234.51 percent for Creative Furniture and Bedding Manufacturing. AD duties at this rate will be assessed on entries of subject goods during the period of review, and AD cash deposits at this rate will be required for subject goods entered or withdrawn from warehouse for consumption on or after Sept. 2. The ITA also determined that Comfort Coil Technology Sdn Bhd had no reviewable transactions of subject goods during this period.
