Background

Carbon Steel Plate. The International Trade Administration has initiated an anti-circumvention inquiry of the antidumping duty order on cut-to-length carbon steel plate from China. This inquiry seeks to determine whether imports of CTL plate from China made to ASTM A36 or A572 specifications with levels of chromium, titanium or boron (if not heat treated to meet tensile and hardness requirements) above the levels identified in note (f) of HTSUS Chapter 72 involve a minor alteration to the subject goods that is so insignificant as to render the resulting goods (classified as alloy steel under the HTSUS) subject to this order.

Silicomanganese. The ITA has made a final affirmative AD duty determination on silicomanganese from Australia. The ITA will instruct U.S. Customs and Border Protection to collect AD cash deposits at the final weighted average dumping margin of 12.03 percent for subject goods from all Australian producers/exporters.
