Background

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and countervailing duty cases.

Pasta – dumping margins of zero and 96.79 percent in preliminary results of administrative review of AD duty order on pasta from Italy for the period July 1, 2017, through June 30, 2018

PET film – (a) net subsidy rates of 7.22 to 9.41 percent in preliminary results of administrative review of CV duty order on polyethylene terephthalate film, sheet, and strip from India for the period Jan. 1 through Dec. 31, 2017, and (b) dumping margins of zero and 6.55 percent for India and zero for Taiwan in preliminary results of administrative reviews of AD duty orders on PET film, sheet, and strip from India and Taiwan for the period July 1, 2017, through June 30, 2018

Shrimp – in preliminary results of administrative review of AD duty order on frozen warmwater shrimp from Vietnam for the period Feb. 1, 2018, through Jan. 31, 2019 (a) rescission of 49 companies, (b) determination that three companies had no shipments of subject goods, and (c) determination that 73 companies have not established eligibility for separate rates and are part of the Vietnam-wide entity, which is currently subject to a rate of 25.76 percent

Steel nails – dumping margins of 2.68 to 28.36 percent in preliminary results of administrative review of AD duty order on steel nails from Taiwan for the period July 1, 2017, through June 30, 2018

Wind towers – rescission of administrative review of AD duty order on utility-scale wind towers from Vietnam for the period Feb. 1, 2018, through Jan. 31, 2019, and instruction to CBP to assess AD duties at the cash deposit rates
