Background

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases.

Isocyanurates – sunset review determination that revocation of CV duty order on chlorinated isocyanurates from China would be likely to lead to the continuation or recurrence of a countervailable subsidy at levels of 2.59 to 22.45 percent

Kitchen shelving – initiation of sunset reviews of AD/CV duty orders on kitchen appliance shelving and racks from China, which will result in either the revocation or continuation of these orders

Request reviews – March 2 deadline to request administrative reviews of the following AD and/or CV duty orders for the periods Feb. 1, 2019, through Jan. 31, 2020 (AD), or Jan. 1 through Dec. 31, 2019 (CV), unless otherwise noted

- carbon and alloy steel cut-to-length plate from Brazil, China, and South Africa (AD)

- carbon steel butt-weld pipe fittings from Japan (AD)

- cold-drawn mechanical tubing from China and India (CV)

- common alloy aluminum sheet from China (AD, June 22, 2018, through Jan. 31, 2020; and CV, April 23, 2018, through Dec. 31, 2019)

- crystalline silicon photovoltaic products from China (AD/CV) and Taiwan (AD)

- cut-to-length carbon-quality steel plate from India, Indonesia, and Korea (AD/CV)

- frozen warmwater shrimp from China, India, Thailand, and Vietnam (AD)

- heavy forged hand tools, finished or unfinished, from China (AD)

- large residential washers from China and Mexico (AD)

- preserved mushrooms from China, India, and Indonesia (AD)

- pre-stressed concrete steel wire strand from India (CV)

- rubber bands from China (AD, Sept. 6, 2018, through Jan. 31, 2020; and CV, July 9, 2018, through Dec. 31, 2019)

- small-diameter graphite electrodes from China (AD)

- stainless steel bar from India and Japan (AD)

- stainless steel butt-weld pipe fittings from Italy, Malaysia, and the Philippines (AD)

- steel wire garment hangers from Vietnam (AD/CV)

- truck and bus tires from China (AD, Feb. 15, 2019, through Jan. 31, 2020; and CV, Feb. 15 through Dec. 31, 2019)

- uncovered innerspring units from China (AD)

- uranium from France (AD)

- utility scale wind towers from China (AD/CV) and Vietnam (AD)

Tomatoes – notice that beginning April 6 certain fresh tomatoes from Mexico subject to the AD duty order on such goods will be subject to a Department of Agriculture inspection for quality and condition defects
