Background

Laminated Woven Sacks. The International Trade Administration has made an affirmative preliminary dumping determination on laminated woven sacks from Vietnam. The ITA will instruct U.S. Customs and Border Protection to require AD cash deposits at the preliminary dumping margins, which range from 161.16 percent to 292.61 percent. The ITA’s final determination is due by Dec. 18.

Garlic. The ITA has rescinded a new shipper review of the AD duty order on fresh garlic from China after concluding that Qingdao Doo Won Foods Co. Ltd. is not the producer of the fresh garlic it exported to the U.S. As a result, effective for subject goods exported by Doo Won and entered or withdrawn from warehouse for consumption on or after Oct. 9, the ITA will instruct CBP to collect AD cash deposits at the China-wide rate.

Narrow Woven Ribbons. In the preliminary results of its administrative review of the AD duty order on narrow woven ribbons with woven selvedge from Taiwan for the period Sept. 1, 2016, through Aug. 31, 2017, the ITA has determined a weighted average dumping margin of 137.20 percent for producer/exporter Ming Wei Co. Ltd. The ITA has also preliminarily determined that three companies had no shipments of subject goods to the U.S. during this period.

Stainless Steel Flanges. Effective Oct. 9, the ITA is issuing an AD duty order on stainless steel flanges from India. Current AD cash deposit rates are 14.29 percent to 145.25 percent.

The products covered by this order are certain forged stainless steel flanges, whether unfinished, semi-finished, or finished. The scope includes six general types of flanges: (1) weld neck, generally used in butt-weld line connection; (2) threaded, generally used for threaded line connections; (3) slip-on, generally used to slide over pipe; (4) lap joint, generally used with stub-ends/butt-weld line connections; (5) socket weld, generally used to fit pipe into a machine recession; and (6) blind, generally used to seal off a line. Subject flanges are typically imported under HTSUS subheadings 7307.21.1000 and 7307.21.5000.

Specifically excluded from the scope of this order are cast stainless steel flanges.
