Aluminum Foil. The International Trade Administration has initiated antidumping and countervailing duty investigations of aluminum foil from China. Estimated dumping margins range from 38.40 percent to 140.21 percent, and the ITA will investigate 26 separately alleged subsidy programs. If the International Trade Commission’s preliminary AD and CV injury investigations are affirmative, the ITA will be scheduled to make its preliminary CV and AD duty determinations by June 2 and Aug. 16, respectively.

These investigations cover aluminum foil having a thickness of 0.2 mm or less, in reels exceeding 25 pounds, regardless of width. Aluminum foil is made from an aluminum alloy that contains more than 92 percent aluminum. All aluminum foil meeting the scope description, regardless of specification, is included in the scope. Subject goods are currently classifiable under HTSUS 7607.11.3000, 7607.11.6000, 7607.11.9030, 7607.11.9060, 7607.11.9090, and 7607.19.6000 and may also be entered under HTSUS 7606.11.3060, 7606.11.6000, 7606.12.3045, 7606.12.3055, 7606.12.3090, 7606.12.6000, 7606.91.3090, 7606.91.6080, 7606.92.3090, and 7606.92.6080.

Excluded from the scope of these investigations is aluminum foil that is backed with paper, paperboard, plastics, or similar backing materials on only one side as well as etched capacitor foil and aluminum foil that is cut-to-shape.

Steel Wire Rod. The ITC has initiated AD injury investigations of carbon and certain alloy steel wire rod from Belarus, Italy, Korea, Russia, South Africa, Spain, Turkey, Ukraine, the United Arab Emirates, and the United Kingdom as well as CV injury investigations of such goods from Italy and Turkey. The ITC will hold a conference in connection with these investigations on April 18, requests to appear at the conference are due by April 14, written briefs are due by April 21, and the ITC’s preliminary determinations are due by May 12.

Sunset Reviews. The ITC has initiated sunset reviews of the following AD or CV duty orders. These reviews will result in either the revocation or continuation of these orders.

- steel nails from the United Arab Emirates (AD)

- stilbenic optical brightening agents from China and Taiwan (AD)

- fresh garlic from China (AD)
