Large Civil Aircraft. The International Trade Administration has made a preliminary affirmative countervailing duty determination on 100- to 150-seat large civil aircraft from Canada. The ITA will instruct U.S. Customs and Border Protection to collect CV cash deposits at the preliminary net subsidy rate of 219.63 percent. The ITA’s final CV duty determination is due by Dec. 12.

Silicomanganese. The International Trade Commission has instituted sunset reviews of the antidumping duty orders on silicomanganese from China and Ukraine. Comments are due by Nov. 1. These reviews will result in either the revocation or continuation of these orders.

Brass Sheet and Strip. In its sunset reviews of the AD duty orders on brass sheet and strip from France, Germany, Italy, and Japan, the ITC has determined that revocation of these orders would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. As a result, these orders will remain in place.

Rebar. The ITA has issued an AD duty order on steel concrete reinforcing bar from Taiwan, effective Oct. 2. Weighted average dumping margins on subject goods are currently 3.50 percent to 32.01 percent.

This order covers steel concrete reinforcing bar imported in either straight length or coil form regardless of metallurgy, length, diameter, or grade or lack thereof. Subject goods include (1) deformed steel wire with bar markings (e.g., mill mark, size, or grade) that has been subjected to an elongation test and (2) rebar that has been further processed in the subject countries or a third country, including cutting, grinding, galvanizing, painting, coating, or any other processing that would not otherwise remove the product from the scope of this order if performed in the country of manufacture of the rebar.

Subject goods are classifiable under HTSUS 7213.10.0000, 7214.20.0000, and 7228.30.8010 and may also enter under HTSUS 7215.90.1000, 7215.90.5000, 7221.00.0017, 7221.00.0018, 7221.00.0030, 7221.00.0045, 7222.11.0001, 7222.11.0057, 7222.11.0059, 7222.30.0001, 7227.20.0080, 7227.90.6030, 7227.90.6035, 7227.90.6040, 7228.20.1000, and 7228.60.6000.

Specifically excluded from this order are (1) plain rounds (i.e., non-deformed or smooth rebar) and (2) deformed steel wire meeting ASTM A1064/A1064M with no bar markings (e.g., mill mark, size, or grade) and without being subject to an elongation test.

PET Resin. The ITC has instituted AD injury investigations of polyethylene terephthalate resin from Brazil, Indonesia, Korea, Pakistan, and Taiwan. A conference will be held Oct. 17, requests to appear at this conference are due by Oct. 13, and written comments are due by Oct. 20. The ITC’s preliminary determinations are due by Nov. 13.
