Activated Carbon. In the preliminary results of its administrative review of the antidumping duty order on activated carbon from China for the period April 1, 2016, through March 31, 2017, the International Trade Administration has determined weighted average dumping margins of $0.28/kg to $0.68/kg. The ITA has also preliminarily determined that six companies had no shipments of subject goods to the U.S. during the period of review.
Polyester Staple Fiber. The ITA has revoked the AD duty orders on polyester staple fiber from Korea and Taiwan with respect to certain low-melt PSF after a changed circumstances review in which it determined that domestic producers lack sufficient interest in maintaining the order with respect to this product. The ITA will instruct U.S. Customs and Border Protection to liquidate without regard to AD duties and refund any estimated AD duties collected on all unliquidated entries of low-melt PSF that are not covered by the final results of an administrative review or automatic liquidation.
Mechanical Tubing. The International Trade Commission has made final affirmative AD injury determinations on cold-drawn mechanical tubing from China, Germany, India, Italy, Korea, and Switzerland. As a result, the ITA will issue AD duty orders on these products. The ITA also made negative critical circumstances determinations on subject goods from China, Italy, and Korea, which will therefore not be subject to retroactive AD duties.
Garment Hangers. In its sunset review of the AD duty orders on steel wire garment hangers from Taiwan and Vietnam and the CV duty order on such hangers from Vietnam, the ITC has determined that revocation of these orders would be likely to lead to continuation or recurrence of material injury to an industry in the U.S. within a reasonably foreseeable time. These orders will therefore remain in place.
