Background

U.S. Customs and Border Protection is revising its ongoing tests evaluating the feasibility and functionality of filing air, rail, and vessel cargo export manifest data electronically through the Automated Commercial Environment. In addition to expanding participation to all eligible participants, CBP is making the following changes.

- air cargo manifest test: (1) extended through Aug. 10, 2018, and (2) the following data elements are changed from mandatory or conditional to optional: number of pieces/unit of measure, number of house air waybills, split air waybill indicator, in-bond number, mode of transportation

- rail cargo manifest test: (1) extended through Oct. 9, 2018; (2) the following data elements are changed from mandatory or conditional to optional: mode of transportation, place where carrier took possession, country of ultimate destination, equipment type code, number of house bills of lading, split shipment indicator, portion of split shipment, and Mexican pedimento number; and (3) marks and numbers data element changed from mandatory to conditional

- vessel cargo manifest test: (1) extended through Sept. 21, 2018, and (2) the following data elements are changed from mandatory or conditional to optional: name of the master, number of house bills of lading, split shipment indicator, and portion of split shipments

CBP states that the data element changes reflect private sector concerns that this information may not be available to the party submitting the export manifest data within the required timeframes.

CBP notes that new applicants for these tests will be accepted on a first come, first served basis but that participation may be limited based on CBP’s administrative capabilities.
