Background

In the May 11, 2022, Customs Bulletin and Decisions, U.S. Customs and Border Protection is reclassifying certain pet bowls as plastic household articles under HTSUS 3924.90.56 (3.4 percent duty) rather than as other articles of wood under HTSUS 4421.91.9780 (3.3 percent duty). Ruling HQ H306852 will revoke ruling NY N305668 to reflect this change, effective for subject goods entered or withdrawn from warehouse for consumption on or after July 10.

The subject pet bowls are made of 57 percent bamboo fiber powder, 10 percent melamine, 20 percent corn starch, 2 percent dry powder colorant, and 11 percent glue. CBP states that the bamboo fiber powder becomes plastic in the molding of the bowls.
