Imports. The Expanding Trade Sanctions on Russia Act (H.R. 8120, introduced June 16 by Reps. Panetta, D-Calif., and Rice, R-S.C.) would embargo additional products imported from Russia, including all items with over $50 million in 2021 import value. The embargo would go into effect 15 days after the bill is signed into law but the president could waive it for specific product if he certifies to Congress that doing so is in the interests of U.S. national security.

Exports. S. 4391 (introduced June 14 by Sen. Cassidy, R-La.) would establish rules for export certification of devices manufactured outside the U.S.

The China Oil Export Prohibition Act (S. 4407, introduced June 15 by Sen. Rubio, R-Fla.) would prohibit exports of crude and refined oil and certain petroleum products to China.

Buy American. H.R. 8124 (introduced June 16 by Rep. Ryan, D-Ohio) would expand Buy American rules to solar purchase power agreements. “Currently, Buy American provisions apply to solar panel procurement, but not to panels used for purchase power agreements, which is the primary method the government pays for solar power,” a press release from Ryan’s office said. “This bill closes that loophole, investing in domestic solar manufacturing companies and workers.”

Taiwan. The Taiwan Weapons Export Act (H.R. 8029, introduced June 13 by Rep. Banks, R-Ind.) would redesignate Taiwan as a member of Country Group A:5 under the Export Administration Regulations (alongside U.S. allies and partners such as NATO member states, Japan, Australia, South Korea, and India), expedite licensing approval and remove other administrative barriers for arms sales to Taiwan, and reduce the length of congressional review of arms sales to Taiwan by half.
