Background

The Consumer Product Safety Commission is accepting comments through March 23 on its proposal to issue a mandatory safety standard for operating cords on custom window coverings. Operating cords are used to manipulate a window covering and may be in the form of a single cord, multiple cords, or continuous loops.

Under this proposal, operating cords on custom window coverings would be required to meet the same requirements already in place under a voluntary standard (ANSI/WCMA-2018) for stock window coverings. As a result, they would have to be cordless, inaccessible, or eight inches or shorter in length in any use position.

If this standard is finalized, subject cords would require testing and certification to the rule under section 14 of the Consumer Product Safety Act. Moreover, those that meet the definition of a children’s product would require testing by a CPSC-accredited third-party conformity assessment body.
