Background

The Office of the U.S. Trade Representative is establishing a new four-year charter term for the Intergovernmental Policy Advisory Committee on Trade. The IGPAC is a trade advisory committee that provides general advice on trade policy and development matters that may affect U.S. state and local governments, including negotiating objectives and bargaining positions before entering into trade agreements, the impact of the implementation of trade agreements, matters concerning the operation of any trade agreement once entered into, and other matters arising in connection with the development, implementation, and administration of U.S. trade policy. Applications from qualified individuals interested in serving as a member of the IGPAC are due by May 4.

In addition, USTR and the Department of Commerce have established a new four-year charter term for the Industry Trade Advisory Committees, which provide detailed policy and technical advice, information, and recommendations regarding trade barriers, negotiation of trade agreements, and implementation of existing trade agreements affecting the following industry sectors or cross-sector issues.

- aerospace equipment

- automotive equipment and capital goods

- chemicals, pharmaceuticals, health/science products and services

- consumer goods

- critical minerals and nonferrous metals

- digital economy

- energy and energy services

- forest products and building materials

- small, minority, and woman-led business

- services

- steel

- textiles and clothing

- customs matters and trade facilitation

- intellectual property rights

- standards and technical trade barriers

There are currently opportunities for membership on each ITAC and nominations are being accepted throughout the charter term.

Finally, the Bureau of Industry and Security is recruiting candidates to serve on one of the following six technical advisory committees, which advise BIS on the technical parameters for export controls applicable to dual-use items (commodities, software, and technology) and the administration of those controls. Applications are due by June 6.

- information systems TAC (electronics, computers, telecommunications and information security)

- materials and equipment TAC (materials, chemicals, microorganisms, toxins, materials processing)

- sensors and instrumentation TAC (sensors and lasers)

- transportation and related equipment TAC (navigation and avionics, marine, propulsion systems, space vehicles)

- emerging technology TAC (technologies that may be developed over 5-10 years with potential dual-use applications)

- regulations and procedures TAC (content and implementation of the Export Administration Regulations)
