Background

Cooperation on bilateral and regional trade issues will be a significant part of the U.S.-Mexico High-Level Economic Dialogue relaunched Sept. 9 to help advance “strategic economic and commercial priorities for both countries.” The White House said that under the HLED the two partners will work together to “build back from the impact of the global pandemic, promote inclusive trade and investment, prepare our workforces for the future, and strengthen regional supply chains.”
Trade-related measures anticipated as part of this effort include the following.

- creating a bilateral working group to build supply chain resiliency, mitigate supply chain disruptions for critical industries, and assess prospects to increase competitiveness, attract investment, and reduce vulnerabilities in supply chains for critical sectors

- developing opportunities to strengthen cybersecurity protections in global supply chains

- improving land border-crossing and marine port infrastructure

- better expediting cross-border trade flows

- enhancing cross-border data flows and interoperability

- in southern Mexico and Central America, building new value chains, helping bring agricultural goods to market, and collaborating on a new program that partners with farmers in southern Mexico to foster sustainable development in line with climate goals

- supporting regulatory compatibility and risk mitigation on issues related to information and communication technologies, networks, cybersecurity, telecom, and infrastructure

The two sides said they will regularly consult with civil society, private-sector, academia, and other nongovernmental organizations to contribute to the HLED.
