Background

The Office of the U.S. Trade Representative has announced the appointment of Dawn Shackleford as assistant USTR for the Office of Southeast Asia and the Pacific. This office is responsible for USTR’s trade and investment relations with the countries of the Association of Southeast Asian Nations as well as Australia, New Zealand, and the Pacific islands.

USTR states that Shackleford had served as AUSTR for WTO and Multilateral Affairs since 2016. In this role she was responsible for coordinating U.S. trade policies in the WTO and other multilateral forums and was the functional lead for multilateral and bilateral work on technical barriers to trade, good regulatory practices, customs and trade facilitation, trade remedies, industrial subsidies, and government procurement.

Earlier in her career at USTR she served as deputy AUSTR for India, Nepal, and Bhutan, deputy AUSTR for WTO and Multilateral Affairs, and director in the Office of WTO and Multilateral Affairs. She has served as lead U.S. negotiator for the WTO Trade Facilitation Agreement, the customs and trade facilitation chapter of the Transatlantic Trade and Investment Partnership, and the government procurement chapter in U.S. free trade agreement negotiations with Oman and the United Arab Emirates. She has also been U.S. representative to the OECD Trade Committee and worked on a variety of WTO, APEC, G-20, UN, and NAFTA trade policy issues.

USTR noted that Kent Shigetomi will serve as acting AUSTR for WTO and Multilateral Affairs once Shackleford assumes her new role.
