Background

The Bureau of Industry and Security reports that a U.S. company will be assessed a $497,000 civil penalty to settle charges that it violated the Export Administration Regulations by selling controlled items to Russia without the required license.

According to BIS, the U.S. company conspired with Russian and Bulgarian businesspersons to send radiation-hardened 16Mb SRAM silicon wafers controlled under ECCN 9A515.e.1 to Russia through a Bulgarian company without a license. As part of the settlement, $247,000 of the total penalty will be suspended until September 2023 and a suspended denial of export privileges under the EAR will also be in place until that date.
