Manufacturing. The Make it in America to Sell it in America Act (H.R. 6011, introduced Nov. 17 by Rep. Tenney, D-N.Y.) would require certain manufactured goods introduced for sale in the U.S. to have a domestic value content of more than 50 percent. Specifically, this bill would (1) direct the departments of Commerce and Defense to report annually on goods that are critical for U.S. national security or the protection of the U.S. industrial base, (2) require more than half the value of such goods to be produced in the U.S. for them to be sold commercially in the U.S., (3) include enforcement mechanisms similar to antidumping duties under which domestic producers could petition the International Trade Commission and DOC for enforcement actions against importers of goods in violation of these requirements, and (4) provide for temporary waivers targeted at goods that require additional time to re-shore production.
Supply Chains. S. 3208 (introduced Nov. 15 by Sen. Baldwin, D-Wis.) would establish the Office of Supply Chain Resiliency within the Department of Commerce to provide expansion support to companies and supply chains in the U.S. that are vulnerable to shortages and price increases.
Enforcement. The Extending Limits of U.S. Customs Waters Act (introduced Nov. 3 by Reps. Waltz, R-Fla., and Murphy, D-Fla.) would extend the customs waters of the U.S. from 12 nautical miles to 24. Waltz said this change would double the area of operation in which U.S. Customs and Border Protection, the Coast Guard, and other federal authorities can enforce U.S. customs laws, interdict drugs, and stop human traffickers.
Exports. The Small Scale LNG Access Act (S. 3145, introduced Nov. 3 by Sen. Cassidy, R-La.) would amend the Natural Gas Act to expedite approval of natural gas exports equal to or less than 51.1 billion cubic feet per year, which Cassidy would primarily go to markets in the Caribbean, Central America, and South America.
