Tariffs. The China COVID-19 Restitution Act (H.R. 4080, introduced June 23 by Rep. Brooks, R-Ala.) would impose an additional tariff on imports of all goods from China until China provides full compensation and reimbursement relating to the COVID-19 pandemic to the U.S. This tariff would be initially set at 10 percent and increase by 10 percent each year until the president certifies that enough money has been collected to fully compensate and reimburse the U.S. for damages caused by COVID-19.

Forced Labor. The Senate Foreign Relations Committee amended and approved June 24 the Uyghur Forced Labor Prevention Act (S. 65), which would ensure that goods made with forced labor in the Xinjiang Uyghur Autonomous Region of China do not enter the U.S. market.

GSP/MTB. The Trade Preferences and American Manufacturing Competitiveness Act (H.R. 4037, introduced June 22 by Rep. Brady, R-Texas) would extend and modify the eligibility requirements for the Generalized System of Preferences and pave the way for two future cycles of the miscellaneous trade bill.

FTZs. S. 2208 (introduced June 24 by Sen. Cornyn, R-Texas) would require the International Trade Commission to investigate tariff policies relating to foreign-trade zones.

Information Technology. The Information and Communication Technology Strategy Act (H.R. 4028, introduced June 22 by Reps. Long, R-Mo., and McNerney, D-Calif.) would require the Department of Commerce to create a whole-of-government strategy to bolster the economic competitiveness of U.S. information and communications vendors and reduce their reliance on foreign resources.
