Supply Chains. The Resilient Manufacturing Task Force Act (H.R. 171, introduced Jan. 4 by Rep. Stevens, D-Mich.) would require the Department of Commerce to establish a task force to identify vulnerabilities in supply chains for U.S. entities. This task force would also lead three new initiatives: (1) a National Manufacturing Guard, comprised of industry experts that will be trained to manage the nation’s supply chains, logistics infrastructure, and workforce resources in times of crisis, (2) an open source platform that will support the National Manufacturing Guard with real-time, centralized information and run simulations to determine inventory, capacity, and resources on a national scale to prevent bottlenecks of critical supplies and equipment during an emergency to immediately address supply chain needs, and (3) a Technology Corps, which will serve as a workforce pipeline that prioritizes manufacturing skills determined to be essential to U.S. economic security.

GSP. H.R. 219 (introduced Jan. 6 by Rep. Doggett, D-Texas) would exclude from eligibility for the Generalized System of Preferences any country that fails to effectively enforce its environmental laws or meet its international environmental obligations.

Citrus. H.R. 362 (introduced Jan. 19 by Rep. Steube, R-Fla.) would prohibit the importation of commercially produced fresh citrus fruit originating from China.
