U.S. Customs and Border Protection has added some functionality to its Automated Commercial Environment deployment schedule, delayed the deployment of some other functions, and confirmed the deployment of still others.

ACE Portal. Fall 2021 remains the anticipated date for modernizing the legacy ACE portal components into a new user interface to include accounts and the supporting applications that remain in portal for entry processing.
Automated Surety Interface. CBP has further delayed, from Dec. 5 to Jan. 9, the deployment of functionality expanding the data provided to sureties and surety agents in real-time via the bond status message, including cargo release and entry summary information.
Bill of Lading. CBP has scheduled for fall 2021 the deployment of functionality to release ocean cargo at the lowest shipment level.
Brokers. CBP automated the collection of the triennial customs broker status report and fee on Dec. 15. CBP plans three additional capabilities in 2022, including license application, permit application, and annual permit user fee. CBP is still awaiting the issuance of final regulations to transition all brokers to a single national permit, which would eliminate multiple district permits and waivers. Proposed regulations were issued June 5.
Collections. Functionality that will provide a consolidated billing period with each user’s deferred tax entries listed, as well as an additional payment option for trade users to pay their consolidated deferred tax bill, has now been set for May 1, 2021.
Craft Beverages. Spring 2021 is still the target for deploying functionality reflecting the Craft Beverage Modernization Act that will (1) reduce rates or credits on 92 HTSUS Chapter 22 numbers and (2) include the ability to compute and validate the tax amount, view/edit tax data on entry summaries via the ACE portal, and make data available for data warehouse reporting.
Foreign-Trade Zones. CBP deployed Sept. 26 improvements to better facilitate the e214 online FTZ admission process and eliminate older, inefficient processes. An expanded zone ID will become available in January 2021.
FWS Message Set. All filers currently have the option to file in ACE data required by the Fish and Wildlife Service for imports and exports of foreign fish, wildlife, and plants. However, the FWS has yet to publish a notice making use of the FWS message set mandatory.
Manifests. CBP has pushed back from summer to fall 2021 phase 2 and 3 enhancements to complete modernization of the ACE truck manifest.
USMCA. CBP has set March 13, 2021, as the anticipated date to deploy USMCA-related functionality for drawback.
Vehicle exports. CBP still plans to deploy in summer 2021 functionality enabling it to access all information on exported vehicles from one data query in the Automated Export System.
