Exports. H.R. 8461 (introduced Oct. 1 by Rep. Panetta, D-Calif.) would amend the Arms Export Control Act relating to export licenses for firearm silencers.

Forced Labor. The House of Representatives approved Sept. 30 the Uyghur Forced Labor Disclosure Act (H.R. 6270), which would require publicly-traded companies to disclose (1) the importation of manufactured goods and materials that originated in or are sourced from China’s Xinjiang Uyghur Autonomous Region, (2) details about the commercial activity, gross revenue and net profits, and future import plans regarding these goods and materials, and (3) whether any of these goods and materials are from forced labor camps.

Taiwan FTA. A bipartisan group of 50 senators sent a letter to U.S. Trade Representative Robert Lighthizer Oct. 1 urging him to “begin the formal process of negotiating a comprehensive trade agreement with Taiwan.” The letter noted that Taiwan “is a reliable partner in many of our industries,” which is “essential to reducing our reliance on other countries such as China who seek to leverage supply chain inefficiencies in their path to regional and global dominance.” The letter acknowledged that “there are challenges to establishing an agreement” but noted that “Taiwan has already taken steps” toward resolving them.

Trade Preferences. S. 4729 (introduced Sept. 24 by Sen. Grassley) would extend the Generalized System of Preferences, which is due to expire Dec. 31, 2020, through April 2022.

The Senate approved Oct. 1 legislation (H.R. 991) to reauthorize the Caribbean Basin Trade Partnership Act, which expired Sept. 30, through Sept. 30, 2030. The bill was approved by the House Sept. 22 and will now go to the White House for the president’s signature.
