Background

A request filed Feb. 25 asks the Department of Commerce to confirm that certain hardwood plywood products from China that are assembled in Vietnam before being imported into the U.S. are within the scope of the antidumping and countervailing duty orders on certain hardwood plywood products from China. Alternately, the petitioner is requesting the DOC to determine that these products constitute merchandise completed or assembled in a third country that is circumventing and should be included within the scope of the orders. The petitioner is asking the DOC to complete its review as early as April 10 to prevent further damage to the domestic industry.

The DOC will next determine whether to launch scope and/or anti-circumvention proceedings on this product. There will be strict deadlines associated with these proceedings, so companies that wish to protect their interests should contact Sandler, Travis & Rosenberg as soon as possible.
