SALLY PENG is a Member with Sandler, Travis & Rosenberg P.A., resident in the Hong Kong office. She is also the Asia-Pacific Practice Group Leader. Her practice is focused on counseling multinational corporations on a wide variety of international trade and Customs issues, including free trade agreements, Customs laws, antidumping and countervailing duty matters, FCPA compliance and US and Hong Kong import and export control regulations.

Ms. Peng advises private sector clients on customs issues such as the First Sale rule and other valuation matters, duty refunds and tariff reductions, foreign-trade zones and customs audits.  Ms. Peng has extensive experience with statutory and regulatory compliance, such as US CF-28s/29s, prior disclosures, penalty mitigation, and corporate manuals and training.  She also assists clients in determining whether their goods qualify for duty-free treatment under various free trade agreements or trade preference programs.

Ms. Peng also works closely with ST&R's International Trade Policy practice professionals to represent countries, entities and trade associations in free trade agreement negotiations, including Trans-Pacific Partnership (TPP) and Regional Comprehensive Economic Partnership (RCEP) negotiations. Ms. Peng has been a key member of more than 10 trade missions, meeting with government officials in China, Vietnam, Indonesia, Cambodia and Bangladesh. She also represented the American Chamber of Commerce in Hong Kong while hosting government officials from China, Vietnam, Cambodia, Philippines, Bangladesh and Ethiopia.

Prior to joining ST&R Ms. Peng served as attorney for a U.S. private equity fund focusing on investment in China. Her experience includes advising on a variety of Chinese companies and commercial transactions such as commercial financings, mergers and acquisitions, and private placements of securities.  Ms. Peng was a summer associate at a Chinese law firm in Beijing where she assisted in representing clients in WTO dispute cases, EU anti-dumping proceedings, and comment submission to U.S. agencies.

Ms. Peng holds a J.D. from the University of Florida Levin College of Law, a diploma from Peking University Law School in Beijing, and a B.A. from National Chengchi University College of Law in Taiwan. She is admitted to practice in Massachusetts and the District of Columbia. She is a native Mandarin speaker and writer and is fluent in English and Taiwanese.

Ms. Peng currently serves as Co-Chair of the Apparel & Footwear Committee of AmCham Hong Kong and is a Senior Advisor to  the Hong Kong General Chamber of Textile Limited.
