DAVID THOMAS is a member of Sandler, Travis & Rosenberg, P.A., resident in the Washington, D.C., office. He advises clients on federal legislative, regulatory, and international trade and investment issues and advocates for their interests in the policymaking process. He also assists clients on issues related to customs rules, policies, and procedures.
Prior to joining the firm, Mr. Thomas launched and served as the chairman of Trade for America, which focuses on encouraging public and private sector support for expanding U.S. trade. Earlier in his career he served as vice president for policy of Business Roundtable, where he led efforts to devise and execute lobbying, legal/policy, communications, and grassroots strategies to achieve the international trade and investment policy goals of the organization’s 200 members.
Previously Mr. Thomas served as trade counsel for the House Ways and Means Committee, where he led work on issues such as World Trade Organization and free trade agreement negotiations, customs and supply chains, intellectual property, and federal trade agency oversight. He also served as a lobbyist and lawyer in private practice for nearly a decade, advocating for companies, associations, and public sector entities on trade, tax, technology, transportation, homeland security, appropriations, and other matters.
Mr. Thomas holds a J.D. from the University of Maryland School of Law and a B.A. from Dickinson College. He is a member of the bar in the District of Columbia
