AD/CV Case Update: Washers, Oil Country Tubular Goods, Pipes and Tubes, Tool Chests

Helical Spring Lock Washers. Effective May 26, the International Trade Administration is continuing for five years the antidumping duty orders on helical spring lock washers from China and Taiwan. These orders cover lock washers of carbon steel, carbon alloy steel, or stainless steel, heat-treated or non-heat-treated, plated or non-plated, with ends that are offline. Lock washers subject to these orders are currently classifiable under HTSUS 7318.21.0000, 7318.21.0030, and 7318.21.0090.

Oil Country Tubular Goods. The ITA has rescinded its administrative review of the countervailing duty order on OCTG from India for the period Jan. 1 through Dec. 31, 2015, based on the withdrawal of the request for review. The ITA will instruct U.S. Customs and Border Protection to assess CV duties on all appropriate entries of subject goods at the CV cash deposit rates required at the time of entry or withdrawal from warehouse for consumption.

Pipes and Tubes. The ITA has rescinded its administrative review of the CV duty order on circular welded carbon steel pipes and tubes from Turkey for the period Jan. 1 through Dec. 31, 2016, based on the withdrawal of the request for review. The ITA will instruct CBP to assess CV duties on all appropriate entries of subject goods at the CV cash deposit rates required at the time of entry or withdrawal from warehouse for consumption.

Tool Chests. The International Trade Commission has made preliminary affirmative AD injury determinations on tool chests and cabinets from China and Vietnam and a preliminary affirmative CV injury determination on such goods from China. As a result, the ITA will continue its AD and CV duty investigations, with preliminary determinations due by July 5 (CV) and Sept. 18 (AD).
